California Permit Updates and How it Relates to CISEC?
In September 2023, California released their 2022 Construction Stormwater General Permit (2022 CGP) which included updates to the underlying requirements for the QSP/QSD certifications. These updates will affect existing CISEC Registrants and how they can maintain their QSP certification. Prior to the 2022 CGP, the State relied on the underlying certification programs to administer and track PDHs for their registrants and report status to the state. All QSPs who hold the CISEC as their underlying certification maintained their registrant status with Ecopliant Environmental, Inc. (formally CISEC, Inc.), which included a yearly renewal fee and submittal of 12 PDHs.
With the release of the 2022 CGP, a change occurred which now requires all QSPs to report their PDHs directly to CASQA to maintain their QSP status, and allowing existing QSPs who are currently CISEC registrants to not have to renew their underlying certification in the future However, the QSP will still have to maintain their QSP certification and submit 6 PDHs yearly (or 12 PDHs every two years) to CASQA (starting November 18, 2024). If you chose to continue to maintain your CISEC certification, you will be able to meet your PDH requirements as you always have through Ecopliant which will meet and/or exceed the states minimum PDH requirements for QSPs.
Ecopliant’s Thoughts and Suggestions:
There is still a great amount of uncertainty at the state level how this will play out over the next couple of years and Ecopliant’s recommendation is for all CISEC registrants to maintain their underlying certification through the 2027 permit reissuance to ensure that you don’t lose your certification should the state change their path. Each year our goal is offer a number of opportunities for registrants to gaining continuing education to help with maintaining their certifications.
