Each year, Ecopliant Environmental, Inc. holds its annual elections to fill available seats on the Board of Directors. Please see the Candidate Statements below. An email with voting instructions will be sent out on June 16th.

Dr. Anthony E. Farmand, PhD, PE **US-Navy – Range Systems (RS) Engineering Infrastructure Engineering Branch Head. Licensed Professional Civil Engineer, leading, managing and supervising a staff of 20+ engineers and government contractors. Seasoned Civil Engineer with over 25+ years, in progressively more responsible positions in Leadership, Management & Supervision, Program & Project Management, Civil & Environmental Engineering, Land Development, Oil & Gas, as well as Design, Installation, and Construction practices. **Academics – PhD – Engineering Management MS – Environmental Engineering MBA – Management & Leadership BS – Civil Engineering **Licensing & Certification – CA licensed Professional Civil Engineer Professional Civil Engineer in all 50-States including 3x US territories Certified in – QSD/P; CISEC; CPESC; CESSWI; LEED GA; DAWIA **Teaching experience – Instructor of Hydraulics & Hydrology for the Civil PE Exam Associate Professor at Norco Community College | With over 25 years of experience in environmental compliance and sediment and erosion control, I have worked on a broad range of public and private sector projects. For the past five years, I’ve owned and operated my own consulting and inspection business, continuing to focus on SWPPP compliance, field inspections, and staff training. I’m passionate about upholding high standards in our field and supporting the professional development of others. I look forward to the opportunity to represent our registrants and help drive continued progress in our industry. | I have almost 20 years of experience as both an Ecologist and Environmental Scientist. I have managed and contributed to a wide range of natural environment and environmental assessment investigations. My technical expertise includes the development, management and completion of environmental impact studies, natural environment studies, species at risk surveys, habitat assessments, tree preservation studies, benthic invertebrate studies, erosion and sediment control plan support, environmental assessments, environmental site assessments, environmental management plans, risk assessments, interpretation of chemical analyses and preparation of reports. I am currently an instructor for the CAN-CISEC certification program through Ecopliant Environmental Inc. where I have been involved with new course development related to sediment and erosion control. I assisted in the beta testing and have also completed the program “Planning for Effective Sediment and Erosion Control”. | Hello, I am Pamela Silver a enthusiastic and committed environmental professional from the LA Area. With over 10 years of experience in environmental management and sustainability initiatives, my Expertise includes regulatory compliance, environmental impact assessment, and project oversight, solidified by a Master’s in Environmental Policy & Management. I recently have successfully managed a $3.6 million environmental testing project while developing comprehensive management strategies that impacted project efficiency and safety. Question: Describe what you have been doing since becoming a CDSEC/CISEC/CAN-CISEC/MY-CISEC registrant. | |||
Since becoming a CISEC registrant, I have been practicing engineering over the past 25+ years, in progressively more responsible roles encompassing Leadership, Management & Supervision, Program & Project Management, Civil & Environmental Engineering, Land Development, Oil & Gas, as well as Design, Installation, and Construction. In each of these areas, my academics, licensing and certifications have supported my ability to implement best management practices, ensure compliance with environmental regulations, and contribute to the sustainable success of large-scale infrastructure and development projects. I consider myself a motivated, natural leader with a strong work ethic and a self-directed, resourceful approach to problem-solving. My ability to work across functional teams has enabled me to lead initiatives that improve environmental performance while meeting project timelines and budgets. With strong communication and organizational abilities, I’ve been effective in negotiations, stakeholder engagement, and influencing outcomes in complex and dynamic project environments. Overall, my licensing and certifications has reinforced my commitment to professional excellence and environmental responsibility, and I remain dedicated to applying these principles throughout my professional career. | Since becoming a CISEC registrant, I have continued to focus on ensuring compliance with sediment and erosion control regulations across a variety of construction and infrastructure projects. My work has included conducting detailed site inspections, enforcing SWPPP protocols, mentoring field staff, and collaborating with contractors and agencies to resolve environmental compliance issues. I’ve remained committed to staying current with evolving regulations and best practices through ongoing training and professional development. As a Public Works Inspector for the City of Rancho Mirage, I’ve applied my daily certification to help protect natural resources, improve site performance, and support sustainable construction practices. My CISEC certification has been a critical tool in advancing responsible environmental stewardship on every jobsite. | Since obtaining my CAN-CISEC I have completed routine inspections for multiple construction sites and have contributed on completion of ESC plans. I contributed to the ESC standard, CAN/CSA-W202-18 – Erosion and Sediment Control Inspection and Monitoring. I have also started instructing the course (initially in person and now virtually with the move during Covid). In addition to being an instructor I am overseeing other CAN-CISEC and CAN-CISEC IT inspectors in completing third party routine ESC inspections for various public and private clients. More recently I completed the “Planning for Effective Sediment and Erosion Control”. | Since October 2021 I have been working on the LAX Metro Transit Center in full environmental capacity offering my skills as SWPPP QSP, Rule 403 monitor and VOC Soils sampling and reporting to SCAQMD. I have over seen the Archeo and Paleo teams as well as landscape sub contractors. I have been the driving force for the Prime contractor to remain compliant and up to date with SWPPP, Water and Air Board permittee. |

I am excited about the opportunity to become a member of the Board of Directors for Ecopliant Environmental, Inc. I believe in the importance of giving back to the engineering profession, especially in a time when environmental sustainability has become a key area of focus for industries. Throughout my career, I’ve been fortunate to work with professionals who have mentored me and encouraged me to stay committed to making positive contributions. Becoming part of Ecopliant’s Board would allow me to pay forward those experiences and contribute to the growth of the field through sustainable engineering practices. Additionally, I wish to actively support the promotion of multi-certification through Ecopliant. Aligning with Ecopliant mission to provide intelligent, responsible and practical environmental compliance guidance by encouraging engineers to pursue multiple certifications, and investing in their professional growth while also strengthening the environmental engineering community. | I am seeking a position on the Ecopliant Environmental, Inc. Board of Directors to contribute my experience, knowledge, and passion for environmental compliance and erosion control to the continued growth and success of our professional community. I have been closely involved with the organization for many years (both IECA and Ecopliant) and would like to increase my involvement. My presence on the board of directors would allow me to continue to support the involvement of Canadian ESC practices and help align the vision for Ecopliant across the country, specifically in Ontario where I reside. There are lots of opportunities in Canda to improve upon our ESC planning and monitoring and I would like to help ensure that those opportunities are realized and met to a greater standard. Requirements for becoming a Board of Director:
- An active CDSEC, CISEC, CAN-CISEC, or MY-CISEC registrant in good standing with Ecopliant Environmental, Inc.
- Have a minimum of two (2) consecutive years as a registrant (CDSEC registrants are the exception)
- Be able to attend and participate in at least 75% of regularly scheduled Board meetings
- Be able to serve for a three (3) year term

Information about the Board of Directors:
The Board of Directors consists of a maximum of nine (9) CDSEC, CISEC, CAN-CISEC and/or MY-CISEC registrants each of who serve for a three (3) year term. They provide leadership and take responsibility for the management of our non-profit organization.
The Board of Directors holds monthly Zoom meetings. A Board of Director is required to attend at least 75% of the regularly scheduled Board meetings during their 3-year term.
We encourage qualified candidates to participate in these important elections. It is in this manner that Ecopliant Environmental, Inc. will continue to be the most professional worldwide sediment and erosion control inspector certification program available.
